 FACT:

States with Large Minority Populations have refused to participate in Health Care reform.
 Acts reminiscent of States resistance to Brown v Board of Education, will Overwhelmingly affect Afro and Latino Americans. These acts clearly illustrates, the more it is said "things have changed", obviously they undoubtedly in must cases Remained the Same.

Examples of Resistance to  "Brown v Board of Education"
Texas Attorney General John Ben Shepperd organized a campaign to generate legal obstacles to implementation of desegregation.[29]
In Virginia, Senator Harry F. Byrd, Sr. organized the Massive Resistance movement that included the closing of schools rather than desegregating them.[28] See, for example, The Southern Manifesto. For more implications of the Brown decision, see Desegregation.
